Ebonyi State Government Absorbs 353 IMPACT-Engaged Skilled Birth Attendants into Civil Service

In a historic move hailed by the World Bank, healthcare stakeholders, and community leaders across the state, His Excellency, The Executive Governor of Ebonyi State, has formally approved the permanent absorption of 353 IMPACT-engaged Skilled Birth Attendants (SBAs) and adhoc health workers into the Ebonyi State Civil Service.This landmark policy decision addresses the longstanding human resource deficit in primary healthcare and ensures that maternal, neonatal, and child health gains made under the IMPACT project remain sustainable for decades to come. The engaged birth attendants have been deployed to Basic Health Care Provision Fund (BHCPF) primary health centres across all 164 wards in the 13 LGAs, providing 24/7 skilled delivery, antenatal care, and postnatal services to rural mothers.Stakeholders noted that this policy makes Ebonyi State a national benchmark in primary healthcare workforce institutionalization.

Ebonyi State has achieved a major milestone in medical diagnostic capability with the successful procurement, installation, and commissioning of two Magnetic Resonance Imaging (MRI) machines and one modern Computed Tomography (CT) Scan machine at the Ebonyi State Diagnostics Center, Oferekpe.Procured under the IMPACT Project framework, this high-field diagnostic suite provides citizens with access to world-class neuroimaging, oncological staging, abdominal investigations, and trauma scans right within Ebonyi State, effectively eliminating the financial and logistical burden of interstate medical travel.The installation is fully supported by dedicated solar and high-capacity electrical infrastructure, ensuring uninterrupted diagnostic workflows for clinicians and patients.

Over 204,300 Children Immunized Across 13 LGAs as Ebonyi Surpasses World Bank Targets at 127%

The Ebonyi State IMPACT Project has recorded unprecedented results in routine immunization, successfully immunizing over 204,300 children under one year of age and achieving a record 127% of the annual target for Measles 1 immunization, up from the 2023 baseline of 82%.Through aggressive outreach sessions, Defaulter Tracking, and RI Intensification campaigns supported by 40 newly deployed motorcycles, healthcare workers were able to track and administer life-saving vaccines to 3,073 zero-dose children in underserved and hard-to-reach riverine and border communities.Penta 3 coverage also surged to 118% (116,096 infants reached), shielding Ebonyi children against diphtheria, pertussis, tetanus, hepatitis B, and Haemophilus influenzae type b.

The implementation of Decentralized Facility Financing (DFF) has revolutionized operational autonomy and financial governance at the grassroots level across Ebonyi State. Under the IMPACT Project, 164 Primary Health Care Centers across all 13 LGAs receive direct financial disbursements into facility accounts.This innovative financing model empowers Officers-in-Charge (OICs) and Ward Development Committees (WDCs) to independently manage operational expenditures, purchase essential pharmaceuticals, maintain solar water pumps, and conduct routine facility repairs.Over 546 healthcare workers, WDC executives, and LGA health authority team members have completed intensive training on financial management, internal auditing, and transparent record-keeping.

The traditional leadership pledged to safeguard facility assets, support mobilization for immunization, and reinforce community grievance redress mechanisms across all 164 wards.
