A Strategic Health Partnership for Ebonyi State
The Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project is a five-year health system strengthening initiative supported by the World Bank. Implemented in Ebonyi State, Nigeria, the project supports the Government's effort to improve routine immunization, strengthen malaria prevention and treatment, revitalize Primary Health Care (PHC) systems, upgrade health worker capacity, and ensure high-quality healthcare delivery.
The project aligns strictly with National and State health priorities, directly contributing to reducing mortality among children under 5 and women of reproductive age, while promoting healthy living and wellbeing for the Ebonyi populace across all 13 LGAs.
Implemented in close partnership with the Ebonyi State Ministry of Health, Ebonyi State Primary Health Care Development Agency (EBSPHCDA), Local Government Health Authorities, 164 Primary Health Care Centers, Community Leaders, Ward Development Committees (WDCs), and Development Partners including WHO and UNICEF.

Decentralized Facility Financing & Grassroots Governance
Empowering primary healthcare facilities with direct financial autonomy, participatory Ward Development Committees, and evidence-based decision making.
Direct DFF Financing
Direct fund disbursements into the bank accounts of 164 BHCPF facilities empowered local Officers-in-Charge and committees to address immediate facility needs, procure essential drugs, and maintain uninterrupted clinical workflows.
Traditional & WDC Leadership
Engaged traditional rulers (including HRH Eze Oketa, HRH Eze Charles Nkpuma, HRH Godwin Akpandu) and 164 Ward Development Committees to secure community ownership, combat vaccine hesitancy, and promote facility deliveries.
Environmental & Social Safeguards
Mainstreamed infection control across all 164 PHCs: 500 colour-coded waste bins, safe biohazard disposal, PPE equipment, and 164 Grievance Complaint Boxes ensuring citizen voice and rapid redress.

Expand outreach sessions, eliminate zero-dose children in hard-to-reach riverine and border areas, and ensure vaccine cold-chain security.
Improve Malaria Control & Treatment
Procure and distribute Sulfadoxine-Pyrimethamine (SP) for IPT3, deploy rapid diagnostic test kits (MRDT), and ensure prompt ACT therapy for under-5s.
Revitalize Primary Healthcare Facilities
Revitalize 25 model PHCs and renovate 145 facilities with solar lighting, clean motorized water boreholes, staff quarters, and patient sanitary amenities.
Advance Diagnostic Capacity
Procure, install, and operationalize 2 MRI scanners and 1 modern CT scanner at the Ebonyi State Diagnostics Center, Oferekpe, backed by dedicated solar power.
Capacity Building & Workforce Retention
Train over 600 healthcare workers and achieve civil service absorption for 353 Skilled Birth Attendants and adhoc health personnel.
Health Data Digitalization
Distribute 164 laptops with data allowances to 164 PHCs, driving DHIS-2 reporting completeness to 97.13% and timeliness to 96.58%.

Nwofoke Ifeanyi E. serves as the Project Manager of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project in Ebonyi State. A seasoned public health administrator and project delivery specialist with extensive leadership experience in World Bank-assisted development interventions, he spearheads the strategic execution, multi-agency coordination, and institutional accountability of the IMPACT mandate across all 13 Local Government Areas.
Under his strategic direction, the Project Management Unit has orchestrated the revitalization of primary healthcare facilities, overseen the deployment of Decentralized Facility Financing (DFF), and spearheaded the landmark absorption of 353 adhoc health personnel into the Ebonyi State Civil Service in partnership with the State Government.
With a relentless focus on reducing maternal and infant mortality, eliminating zero-dose immunization barriers, and fostering inter-ministerial synergy between the Ministry of Health, EBSPHCDA, and development partners, Ifeanyi continues to drive systemic transformation and sustainable health governance throughout Ebonyi State.

IMPACT Deputy Project Manager
Eze Roseline is the Deputy Project Manager of the Ebonyi State IMPACT Project. An accomplished healthcare management professional with proven acumen in operational supervision, program implementation, and field-level coordination, she works closely with the Project Manager to ensure seamless execution across all programmatic components.
She plays a pivotal role in liaising with Local Government Health Authorities (LGHAs), Ward Development Committees, and healthcare providers to ensure that project milestones, clinical quality assurance protocols, and service delivery targets are achieved with rigor and punctuality.
Her deep commitment to grassroots community engagement and maternal and child healthcare advancement has been instrumental in expanding healthcare coverage to vulnerable and hard-to-reach populations across Ebonyi State.
UTARA MARIA
IMPACT Project Accountant
Utara Maria serves as the Project Accountant for the IMPACT Project in Ebonyi State. A seasoned financial management expert with extensive background in public sector accounting, developmental finance, and World Bank financial regulations, she oversees the project's fiduciary compliance, financial reporting, and treasury operations.
She oversees the disbursement mechanisms, budget tracking, and financial control frameworks that govern Decentralized Facility Financing (DFF) across all 164 supported Primary Health Care Centers, ensuring transparency, value for money, and strict adherence to global financial guidelines.
Her meticulous attention to fiscal integrity and compliance guarantees that all project resources are utilized effectively to maximize clinical impact and strengthen Ebonyi State's healthcare financing systems.

IMPACT Procurement Officer
Omoha Bartholomew S. is the Procurement Officer of the IMPACT Project in Ebonyi State. An expert in developmental procurement and supply chain management, he manages the end-to-end procurement cycle in strict accordance with the World Bank Procurement Regulations and Ebonyi State public procurement laws.
His portfolio encompasses competitive bidding, vendor evaluation, contract administration, and the timely procurement of vital medical equipment, pharmaceuticals, logistics assets (including 40 operational motorcycles), and infrastructure revitalization contracts across the 13 LGAs.
Bartholomew's expertise ensures that all medical supplies and technological infrastructure meet the highest global quality standards, ensuring durability, cost efficiency, and timely deployment to healthcare centers.
ABAH ALFRED
IMPACT Project Logistics Officer
Abah Alfred is the Project Logistics Officer for the Ebonyi State IMPACT Project. A dedicated supply chain and logistics specialist, he orchestrates the complex transportation, cold-chain maintenance, warehousing, and distribution networks essential for healthcare delivery across the state.
He manages the deployment and tracking of logistics assets, including the state's fleet of vaccine-distribution motorcycles, solar cold chain units, and diagnostic supplies, ensuring that zero-dose communities receive uninterrupted life-saving immunizations and commodities.
His proactive route planning, inventory control, and emergency logistics protocols ensure prompt and resilient healthcare delivery even in the most remote riverine and border communities of Ebonyi.
IBEH MARYJANE
IMPACT Monitoring and Evaluation Officer
Ibeh Maryjane serves as the Monitoring and Evaluation (M&E) Officer for the IMPACT Project in Ebonyi State. An analytical health informatics professional, she leads the collection, verification, analysis, and reporting of all project indicators and programmatic outcomes.
She directs the statewide integration of the District Health Information Software 2 (DHIS-2) across supported facilities, facilitating real-time data entry via 164 newly deployed project laptops and conducting regular data quality audits to inform evidence-based gubernatorial decision-making.
Through rigorous impact tracking, Maryjane ensures that programmatic results—such as achieving 127% of Measles-1 immunization targets and reaching over 204,000 infants—are verifiable, transparent, and aligned with national and international health benchmarks.
KALU OGBONNAYA
IMPACT Case Manager Immunization
Kalu Ogbonnaya is the Case Manager for Immunization under the IMPACT Project in Ebonyi State. A dedicated public health practitioner with specialized training in immunization systems, epidemiological surveillance, and vaccine-preventable diseases, he spearheads the clinical strategy to eliminate zero-dose children statewide.
He leads field immunization campaigns, routine immunization micro-planning, mobile outreach to underserved settlements, and capacity-building programs for frontline immunization officers across primary health centers.

Owo Fredrick is the Project Internal Auditor for the IMPACT Project in Ebonyi State. IMPACT Social and Behaviour Change Communication Officer
Ogbaga Obinna is the Social and Behaviour Change Communication (SBCC) Officer for the Ebonyi State IMPACT Project. A strategic communications expert and community mobilization advocate, he designs and executes high-impact health communication campaigns aimed at driving positive health-seeking behaviors.
He collaborates with traditional rulers, religious institutions, women's groups, and youth leaders to dismantle vaccine hesitancy, promote antenatal and postnatal care attendance, and heighten community awareness regarding malaria prevention and treatment.
Through multi-channel media campaigns, town hall meetings, and radio sensitizations in indigenous dialects, Obinna has mobilized thousands of households across the 13 LGAs to embrace primary healthcare services.
SUNDAY NWONU
IMPACT Environmental Safeguard Officer
Sunday Nwonu is the Environmental Safeguard Officer for the Ebonyi State IMPACT Project. An environmental scientist with specialized expertise in healthcare waste management, occupational safety, and ecological compliance, he ensures that all project activities adhere to environmental standards.
He oversees the installation of safe medical waste incinerators, biomedical disposal systems, and motorized borehole water quality testing across revitalized primary healthcare centers and general hospitals.
His environmental management plans mitigate potential biohazards, protect surrounding community ecosystems, and guarantee that clinical environments meet the highest standards of safety, hygiene, and sustainable operations.
NKWUDA EMMANUEL
IMPACT Social Safeguard Officer
Nkwuda Emmanuel serves as the Social Safeguard Officer for the Ebonyi State IMPACT Project. A social development specialist passionate about equity, human rights, and inclusive governance, he oversees social risk management, gender mainstreaming, and vulnerable-group inclusion across all project interventions.
He manages the Project Grievance Redress Mechanism (GRM), providing accessible channels for community members, patients, and healthcare workers to voice feedback, resolve concerns, and ensure equitable access to health services without discrimination.
