Executive Summary
Strengthening Ebonyi's Health Systems for Generational Impact
The Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project was implemented in Ebonyi State as a 5-year systemic health intervention supported by the World Bank. Working in close partnership with the Ebonyi State Ministry of Health, the Ebonyi State Primary Health Care Development Agency (EBSPHCDA), Local Government Health Authorities, health facilities, and Ward Development Committees, the project has transformed healthcare outcomes in all 13 LGAs.
Decentralized Facility Financing (DFF) & Operational Autonomy
Direct disbursement of DFF financing to 164 BHCPF facilities empowered local health administrators and Ward Development Committees (WDCs) to manage operating funds independently. This model eliminated bureaucratic bottlenecks in purchasing essential pharmaceuticals, maintaining solar equipment, and delivering responsive local services.
High-Field Tertiary Diagnostics (MRI & CT Scan)
Beyond primary health clinics, the IMPACT framework procured and commissioned two modern MRI machines and one CT scan unit at the Ebonyi State Diagnostics Center, Oferekpe. Backed by high-capacity solar installations, this center serves as Southeast Nigeria's premier public diagnostic destination.
Maternal & Neonatal Mortality Reduction
Through the deployment of 328 Skilled Birth Attendants, distribution of 71,000 doses of Sulfadoxine-Pyrimethamine (SP), modern obstetric beds, and 14,000 maternal booklets, intermittent preventive treatment of malaria in pregnancy (IPT3) surged from 75% to 89%, while 2–3 day postnatal checkups climbed from 66% to 90%.
Environmental Safeguards & Grievance Redress Mechanism
Supported facilities with 500 colour-coded biohazard bins, clinical waste weighing scales, Veronica handwashing stations, and 164 Complaint Boxes across all supported facilities. 354 officers were trained on the Grievance Redress Mechanism (GRM), promoting community accountability and public trust.

Vaccine Cold Chain & Last-Mile Logistics
Sustain routine operational funding for the fleet of 40 motorcycles and cold chain fuel to prevent stockouts in remote riverine and border communities, ensuring zero-dose children continue to be eliminated.
Solar & Motorized Borehole Maintenance
Establish a state-backed preventive maintenance contract with local technicians for the 80 drilled motorized boreholes and solar power arrays installed across the 164 supported PHCs.
Digital Health & Data Quality Continuity
Maintain monthly internet data connectivity stipends for the 164 facility laptops to sustain the state's 97.1% DHIS-2 reporting completeness and timely evidence-based epidemiological decision making.
Medical Waste Incinerator Operations
Ensure operationalization and regular fuel supply for the central modern medical incinerator to safeguard health workers and the public against infectious sharps, vaccine vials, and hazardous hospital bio-waste.
Decentralized Facility Financing (DFF) Model
Institutionalize the DFF quarterly disbursement mechanism through state and LGA budgetary subventions, keeping financial power with the frontline Officers-in-Charge and Ward Development Committees.
Continuous Capacity Building & Retraining
